Human Trafficking Deterrent Measures Concern Committee

Term of Reference and Membership

Supervision: Secretary for Security
Duties: To explore, assess and research into the situation of the Macao SAR concerning the social issue of human trafficking; to promote social research and analysis; to put forth recommendations and to supervise the departments concerned in their actions on combating human trafficking, including works on prevention, protection and social reintegration of victims, as well as follow up on related matters.

Setting up of the Commission to follow up the implementation of dissuasive measures against trafficking in persons


Terms of Reference

The Committee is to explore, assess and research into the situation of the Macao SAR concerning the social issue of human trafficking; to promote social research and analysis; to put forth recommendations and to supervise the departments concerned in their actions on combating human trafficking, including works on prevention, protection and social reintegration of victims, as well as follow up on related matters. In this connection, the Committee should push ahead its works as follows:

1) To continue to review the laws of the Macao SAR and to bring them in line with the concepts of prevailing applicable international laws;

2) To prevent acts of human trafficking caused by other related activities such as the sex industry;

3) To provide victims, when in need, with medical convenience and socio-psychological counselling, and to make available safe shelter and reception;

4) To promote and raise, in the whole society and among community organzations, the understanding of and participation in the policy aspects of preventing and fighting against human trafficking;

5) To formulate measures to reintegrate victims into the society, including the safe and proper repatriation of non-local residents to their place of original abode, with their dignity safeguarded; and

6) To promote interactions among departments concerned, so as to ensure the progress of works in different categories.

*Members of the Human Trafficking Deterrent Measures Concern Committee consist of representatives from all policy areas, total membership not exceeding 16.

*The Committee is to be assisted by a secretariat, comprising at maximium 3 persons.
