Promotion campaigns regarding prevention of labor exploitation and related laws

The Law No. 16/2020 Law on Employment Agency Activities came into effect on 15 March 2021. In order to provide better understand of this new law to related operators and the citizens, including the service users, the Labor Affairs Bureau (DSAL) had launched a specific promotion campaign in September 2020 which would continue until December 2021. This campaign consisted 11 sessions of explanatory talks during which DSAL staff explained new changes and key matters of interest to employment agency operators and service users with the aim to facilitate a smooth transition between the old law and its new amendments. During the talks, participants eagerly exchanged their opinions and experiences of their practical operation with the DSAL staff.
During the talks, the DSAL staff also provided useful templates to the operators so as to assist the employment agencies to comply with necessary requirements under the new law. Meanwhile, the DSAL provided trainings and appraisals to candidates who had applied for the post of Employment Services Instructor. As of December 2021, 24 sessions of training have been provided which would subsequently lead to more favorable operation conditions for employment agencies.
In addition, the DSAL also provided 2 online training sessions regarding the prevention of labor exploitation and the requirements of the Law on Employment Agency Activities to staff of its own, Public Security Police Force, Judiciary Police and Macao Customs Service so as to enhance capacity building among law enforcement agents.
In order to make known to the employment industry and the public regarding the Law on Employment Agency Activities and the prevention of labor exploitation, the DSAL will constantly carry out different types of promotion campaigns, in terms of prize-giving Q&A contest or illustration kits through TV, radio, multi-media and online platforms. Meanwhile, the DSAL will smoothen communication channels with different stake holders so as to facilitate the productive development among employment agencies as well as safeguarding the legitimate rights of the industry operators and respective service users.
