Training on Combating Human Trafficking

The Social Welfare Bureau (IAS) and the International Organization for Migration (IOM) co-organized a 2-day “Training on Combating Human Trafficking (Elementary and Advanced)” on November 14 and 22 which aimed to elevate the skill and policies for victim identification and protection. The IOM Hong Kong and Beijing Office provided professional instructors who were also supported by experts from the Asia Pacific Region Office of the said organization.

The participants were introduced to the concept of human trafficking during the elementary course. It allowed them to understand the nature of a human trafficking case so that a victim can be properly identified.

During the advanced course, the participants were able to learn about the latest information regarding the global and regional situation of human trafficking, its operation and how victims are manipulated, especially key content of the Article 3 of the UN TIP Protocol. This enabled them to understand how a trafficking victim was physically and psychologically influenced, ascertain a victim’s immediate need and rights and how to provide effective and practical response as soon as they encounter a trafficking case.

The elementary course of the training received around 70 frontline agents from the Judiciary Police, Public Security Police Force, Health Bureau, Labour Affairs Bureau and 12 local organizations. Around 50 of them later took part in the advanced course.
